Microsoft Copilotは、出力（Your Content）の所有権をMicrosoftが主張せず、個人・法人とも商用利用できます。 急所はIP侵害補償(Copilot Copyright Commitment)で、これは有料の商用/組織版のみ対象——無料やCopilot Proなどの消費者向けは対象外です。なので出力が著作権侵害で訴えられた時の傘が要るなら法人/商用版が前提。法人版ではMicrosoftが訴訟を防御・賠償します（製品のガードレール利用が条件）。 Microsoftサービス規約とCopilot Copyright Commitmentを2026-06-17に一次確認しています。
個人向け（無料 / Copilot Pro） 商用利用できる
権利の帰属：MicrosoftはYour Content（Copilotへの入力・Copilotが生成した出力を含む）の所有権を主張しない＝出力は利用者のもので商用利用可。⚠️ただしIP侵害補償(Copilot Copyright Commitment)は無料・消費者向けには適用されない

If a third party sues a commercial customer for copyright infringement for using Microsoft's Copilots or the output ... 有料の商用Copilotに適用。商用顧客が出力をめぐり著作権侵害で訴えられた場合、製品のガードレール/フィルタを使っていれば、Microsoftが防御し賠償額を支払う
